Job Title: Consultant – Undertake a Study on the Effects of Displacement on Land Tenure System in North-East Nigeria

  • NRC is looking for a consultant to undertake a study on the effects of displacement on the Land Tenure System in North-East Nigeria for our ICLA programme in Borno, Adamawa and Yobe states in Northern Nigeria. The findings and recommendations of this study will inform programming and contribute to the protection of conflict-affected populations as well as the achievement of durable solutions to NRC ICLA intervention on housing land and property (HLP), specifical access to land, through an increased understanding of the barriers to accessing land for the conflict-affected population in North-East Nigeria.
  • NRC currently has a full team based in Maiduguri and a coordination office in Abuja. NRC is currently providing services across various sectors namely; Shelter and Non-Food Items (NFI); Water, Sanitation and Hygiene Promotion (WASH); Food Security; and Information, Counselling and Legal Assistance (ICLA) and recently Education in order to address identified humanitarian needs.
  • The Consultant reports to the Acting ICLA Programme Development Manager and Evaluation team.

About the Job

  • Develop a detailed work plan to be approved by the ICLA Programme Development Evaluation team.
  • Conduct literature and legal review of the land tenure system including relevant legislation and policies in North-East Nigeria.
  • Consult key stakeholders on the principal challenges in accessing land for and by people affected by displacement.
  • Develop an assessment methodology and survey tools suitable for qualitative data collection (maybe guided by NRC existing tools and/ or other tools) and, as necessary, train field assessment teams (including an ethical approach to research).
  • Conduct field visits to sites most affected by displacement in Borno, Adamawa and Yobe States.
  • Inception report.
  • Debrief with the relevant staff in NRC Nigeria to present findings and brainstorm on proposed recommendations.
  • Presentation of draft findings/recommendations and preliminary report to HLP SWG, before the draft report.
  • Present findings and recommendations to the HLP SWG and representatives of other humanitarian coordination sectors and refine recommendations and identify possible programme avenues.
  • Data collection from conflict-affected persons and key informants – www.webcruiter.com.
  • Final report (approximately 50 pages excluding annexes), including at a minimum: executive summary; intervention description and context; methodology; findings; conclusions; recommendations; and annexes (list of interviews, documents consulted and data collection tools).
  • A three-page briefing note summarizing the assessment’s key findings and recommendations to inform advocacy initiatives.

  • Firstly, the consultant should have strong consultancy experience involving qualitative methodologies.
  • Sound knowledge of the crisis and evolving displacement context of North-East Nigeria;
  • Sound knowledge of HLP, including women’s rights, in conflict or post-conflict communities, including forced displacement, humanitarian assistance and development;
  • Experience of working in an emergency context;
  • In-depth knowledge of the humanitarian and development landscape in North-East Nigeria and knowledge of actors on the ground;

Summary of this Consulting Role

  • NRC is looking for a Consultant to carry out a complimentary assessment of Housing, Land and Property issues in areas of return and revise an initial draft report to reflect the findings of this assessment for our NRC programme in Borno state in North-east of Nigeria. The findings and recommendations of this study will address the Housing, Land and Property concerns, inform programming and contribute to the achievement of durable solutions to NRC interventions in areas of return in North-East Nigeria.
  • NRC initiated country operations in Nigeria in June 2015, in order to respond to the critical and increasing needs in the country.
  • The Consultant reports progress to the Acting ICLA Programme Development Manager and the Evaluation team.

  • Carry out further data collection to ensure that the findings of the study are based on quality data, using a clear methodology with a focus on the perspectives of vulnerable persons and women;
